That's a good question. Some religions put it at the moment of birth. Some a year later! Some courts have said when the fetus can survive outside the womb is a good test. But now I'm also thinking about Elle Beau's answer above--people aren't compelled in any other situations to put their own lives at risk in order to save someone else's. Why is it allowed here?
