I've heard that, too. I think it's because they never participated in slavery in Britain. Even though they participated in the business side of it, they didn't enslave people on their own shores. So no Black person, or ancestor of a Black person, living there was brought to that country against their will.
I'm so ashamed of American history and wish we'd make it right (or at least attempt to) via reparations. Did you read the Ta Nehisi Coates essay on that? I think it's called "The Case for Reparations." It's absolutely convincing re: that being the right thing to do. When you make a mistake--even a horrific one--you apologize for it. Germany knows that. Ignoring your history doesn't make it go away.
