I'm sure inappropriate commitments happen somewhere, Eve, but here in the Bay Area, it's far more common that there's no bed available in any psychiatric facility for people in crisis. :( As a result, 1/3-2/3 of jail inmates are mentally ill.

They shouldn't be in jail. They should be in hospital until they are stabilized, and then released.
