Good question! The answer is religion. The religious right gets their members to the polls, and thereby controls the venal politicians in the GOP, who want their votes. Most Republicans couldn't care less about abortion, but they pretend to in order to please the extreme right. It's horrifying and not in sync with what the population of the U.S. wants.
